Consultancy – Design of EuroMed Rights Fundraising Strategy

Background

EuroMed Rights is one of the largest and most active networks of human rights organisations in the Euro-Mediterranean region.

Founded in 1997, EuroMed Rights encompasses 70 organisations from 30 countries. Its work is aimed at promoting and protecting human rights and democracy in the Southern and Eastern Mediterranean regions and at influencing the policies of major European actors towards these areas.

EuroMed Rights' vision is human rights and democracy for all in the Euro-Mediterranean region.

Its mission is to strengthen the collaboration between human rights organisations from the South, the East and the North of the Mediterranean, and to increase their influence at home and abroad. This mission is achieved by facilitating the creation of joint strategies and action plans between members, and by conveying their shared analyses and views to decision-makers and to the public.

During the period from 2022 to 2027, EuroMed Rights will organise its work around five political goals below:
1. Reinforced Migration and Asylum Rights;
2. Advanced Gender Equality;
3. Increased Accountability, Justice and Space for Civil Society, 4. Strengthened Democracy and Fundamental Freedoms, and 5. Enhanced Economic, Social and Cultural Rights

EuroMed Rights will, in parallel, strive to achieve five organizational develpment goals:
1. Energising its Member Base;
2. Increasing its Visibility and Impact;
3. Reducing its Carbon Footprint;
4. Improving its Financial Sustainability and Diversification, and 5.Improving Internal Learning

This consultancy is related to the organizational development goal 4 in our strategy – Improved Financial Sustainability and Diversification.

EuroMed Rights' total operating income in 2022 is estimated at EUR 4,153,000. EuroMed Rights' income almost exclusively originates from grants and subventions received from a number of public and private donors. In 2022 the most important donors were:
EuroMed Rights major donors include the following:

– The Swedish Ministry of Foreign Affairs (Sida – Swedish International Development Cooperation Agency),

– The Danish Ministry of Foreign Affairs (DAPP – Danish Arab Partnership Programme),

– Open Society Foundation (private foundation),

– The European Commission (EIDHR – European Instrument for Human Rights),

– The Norwegian Ministry of Foreign Affairs,

– The Sigrid Rausing Trust (private foundation),

– Swiss Ministry of Foreign Affairs,

– Church of Sweden (private foundation), and

– Fondation de France (private foundation).

EuroMed Rights is a member-led network. It governance structure consists of a General Assembly of its members that meets every three years to adopts a strategy/workplan and elects its Executive Committee (EC). The EC consists of 12 members with a gender and geographical balance and ensures the implementation of the strategy/workplan, overall supervising the Executive Director who is responsible for the daily management of the organisation, heading the Secretariat.

EuroMed Right's Secretariat is currently staffed by 45 employees (Staff count as of 13 December 2022) in its offices in Copenhagen (11), Brussels (19), and Tunis (15) including (1) staff based in Rabat. EuroMed Rights is not affiliated to a larger network but is member of the Brussels based Human Rights and Democratisation Network. It is also a member of the Civil Society Platform of La Francophonie and of the EU Fundamental Rights Agency. Its application for UN EcoSoc status is currently being considered by the UN Committee on NGOs.

To ensure its financial sustainability, EuroMed Rights developed its first Fundraising Strategy in 2013, covering the period 2014 – 2017. In 2018, this strategy was evaluated and the present strategy EuroMed Rights Fundraising Strategy 2018 – 2021 was developed based on the conclusions and recommendations of the evaluation and EuroMed Rights' Executive Committees' guidance. Furthermore, a fundraising architecture has been developed, containing a. rolling action plan, b. a manual with procedures and a toolkit equipping the organisation to increase and enhance fundraising, c. mapping of present and prospective donors, d. a Donor Engagement Plan planning our fundraising and, finally e. help strengthening organizational financial management through a rolling fundraising project pipeline.

Objectives

The overall objective of the assignment will be to assist the Fundraising Coordinator designing and finalising the EuroMed Rights Fundraising Strategy.

Outputs

The following outputs are envisaged:

An Inception Report, with an overview over the relevant portfolio and collaboration modalities, list of key stakeholders to be interviewed, a review of issues pertaining to the review of the present EuroMed Rights fundraising strategy, and an outline of the review/design methodology and work programme (not exceeding 5 pages plus annexes). A draft EuroMed Rights Fundraising Strategy to be submitted to the Fundraising Coordinator. Draft of presentation of EuroMed Rights Fundraising Strategy to be submitted to the Executive Director. Presentation of EuroMed Rights Fundraising Strategy to the President, the Treasurer, and the Management Team for their feedback. A final EuroMed Rights Fundraising Strategy (not exceeding 15 pages excluding possible annexes)

Scope of Work

The scope of work includes:

Desk study and interview with key stakeholders:
Thorough review of key documents (key documents listed).Interviews with key management, staff and other stakeholders (identified in the inception report listed above). Draft an inception report outlining the scope and modalities for the consultancy, including determining the period of the fundraising strategy. Presentation of EuroMed Rights Fundraising Strategy to Executive Director. Presentation of EuroMed Rights Fundraising Strategy to President, Treasurer, and Management Team for their feedback. Design/writing of EuroMed Rights Fundraising Strategy.

The EuroMed Rights Fundraising Strategy shall include the following:

Outline the background to the paper through a brief summary of key elements from past periods, EuroMed Rights' present Strategy and the "
State of play"
of funds and finances as compared to previous years. Analysis of the present context in terms of trends in the donor landscape and situating EuroMed Rights in this context through a hands-on SWOT analysis. Presentation of the objectives and guiding principles of the Fundraising Strategy. Outline strategic communication with our donors as integrated part of the strategy. Determine success criteria – what does success looks like? (financial goals, number of applications, number of donors etc? Description of the methodologies that will be applied in order to pursue the objectives. A concrete action plan for achieving each of the specific objectives.

The following timeline for deliverables and end products is applicable as follows.

Methodology

The review/design consultancy will be carried out in accordance with the framework established through these Terms of Reference.

The methodology shall include:

The analysis of the current EuroMed Rights Fundraising Strategy and other key documents shall be done through a thorough document review. Interviews shall be conducted with selected members of staff, management and selected members of the Executive Committee. Interview with selected donors (shortlisting through dialogue between external consultant and fundraising coordinator). Design/writing of EuroMed Rights Fundraising Strategy. A draft version shall be reviewed/discussed with Executive Director, President and Treasurer.

Timing and Reporting

Within the below timeframe, the selected consultant(s) shall propose and finalize the above-described deliverables.

EuroMed Rights will provide support to the consultant(s) in collecting data and in organizing raising-awareness sessions with staff.

The consultant(s) will keep EuroMed Rights' main contact persons regularly informed of the process (at least every second/third week) and warn them if any difficulty/risk appears in the process.

Another review might be organised ahead of EuroMed Rights' General Assembly in 2027 to report back on the strategic goal of 'Improved Financial Sustainability and Diversification'.

Organisation

Management

The consultancy will be managed by the Fundraising Coordinator. The Fundraising Coordinator will:

Manage the selection of the external consultant on received tenders (manage establishment of an evaluation of tenders committee). Provide feedback to the external consultant. Comment on the draft EuroMed Rights Fundraising Strategy. Facilitate a possible dissemination/presentation workshop of the EuroMed Rights Fundraising Strategy.

External Consultant

The consultancy will carry out the assignment based on a contract with EuroMed Rights and will:

Prepare and carry out the external consultancy according to the terms of reference, the inception report, and the approved EuroMed Rights Fundraising Strategy. Be responsible to the management for the findings, conclusions and recommendations of the external consultancy. Ensure that quality assurance is carried out and documented throughout the consultancy, and according to the consultant's own quality assurance Plan (to be described in the consultant's offer). Report to the fundraising coordinator regularly about progress. Organize and coordinate meetings and studies, and other key events, including debriefing sessions.

The external consultant is responsible for the organization, quality assurance and reporting of the work of the consultancy team.

Other key stakeholders may be consulted at strategic points in time of the external consultancy either through mail correspondence or through participation in stakeholder meetings/workshops.

Composition and Qualifications of the External Consultancy

Expertise

Demonstrated knowledge of project management design and training, fundraising and organisational development. Experience in working and collaborating with non-profit organisations at the international level.

Languages

Excellent written and oral skills in English, French desirable

Financial proposal

The total budget for the consultancy services is a maximum of EUR 10,000. Any tenders with a price above the budget will be rejected. The budget shall include all fees and project related reimbursable expenses required for the implementation of the contract.

The tenderer's financial proposal shall include all costs for fees and project related reimbursable expenses. It is the responsibility of the tenderer to ensure that the products and outputs specified above, and all other tasks specified in these terms of reference are performed within the framework of the financial proposal and the specified ceiling amounts.

EuroMed Rights shall break down payments in two parts based on the amount agreed with the consultant:

50% to be paid upon the signature of the agreement. 50% to be paid after approval of the EuroMed Rights Fundraising Strategy
